Copy of letter, Nov. 29, 1851, to Rafael Espinosa, concerning the lamentable state of Baja California since the arrival of the military colony there. He comments on great hopes of order being restored by arrival of Castillo Negrete, but Castro, even though now in Monterey, California, still is in command, Tomás Bona and Cháves obeying his orders implicitly.
